I recently deleted 0004013800000102 on my sysnand(rxTools) to install a patched version of it but that failed to install is there a way to reinstall the 0004013800000102 file?

I can't help with the patched version, but download 3DNUS and you'll be able to retrieve the original file and install to NAND using FBI.

It is not possible on emunand.... and the error is Invalid Signature.

You need miniPasta to patch the signatures on sysnand. And I'd install the cia version of Fbi.

All I can think of is to update then downgrade to get all of the correct files is installing it individually won't work.
