You would put your sd card into your Android device exactly the same way as you would a PC what is funny about that. Or you can ftp the same as a PC ect

You would put your sd card into your Android device exactly the same way as you would a PC what is funny about that.
android devices like the 3ds creates a bunch of files files on the (micro) sd card when inserted . . . yeah +1 to junk files . . . besides that you cant put a normal sd card in your average smartphone (only a micro sd card) . . . +1 to limitations

Possible or not, it's just makes more sense to use a PC. Also they never said you must need a PC, just that you still need to use one.
Moving on, the simple answer is yes, you can do it, you just need a means to getting the proper CIA files to your SD (or MicroSD) card to do so.

well if you really want to be all tech about it even though many people think of a pc as a computer that runs windows many other computers can be considered a personal computer
the android runs android os (a modded version of linux) so to separate from any other linux based pc based simply on the premise that you bought it under a misleading label (smartphone) would be silly therefore an android device was already covered in "must use a pc" . . . maybe i am being too critical here . . . but i honestly saw/see no reason @Rosselman was to be corrected
