Hacking Run Gateway menu on JPN N3DS w/o CN'OOT ?

Hi,

My new 3ds (JPN) on 9.2 has arrived today and I will be picking it up this thursday BUT my JPN Ocarina Of Time will not arrive for another 2-3 weeks. Is there a way for me to launch the Gateway menu to install gateway with out using Cubic Ninja or OOT?
