ROM Hack Japanese Pokemon on American N3ds xl

I was wondering if there is any way i can get either a japanese verison of oras either in 3ds, 3dz or cia so i can play a japanese file and play in japanese tournis and get japanese events. I was able to randomly do this on my old 3ds xl with a retail cart i got in Canada but since the file doesnt match the region of the cart i cant properly update, so i want to either start a new game on the new 3ds xl that will be japanese or somehow transfer the save file over but i dont know how i can do this

X, Y, Alpha Sapphire, and Omega Ruby, prompt you to select between their seven languages when starting a new save file.
But I don't know off-hand whether the cartridge's "native" region affects anything else like events.

Actually, no, the cartridge region has literally no impact on event availability.

Only the "player region" value stored in the save, which is based on the 3ds's selected region in settings and not on the cartridge's origin, matters at all.

The only way to achieve this would most likely be through purchasing a JP console alongside a JP game.

So no, it's not possible. Yet.

So you're saying if you could force your system region to Japan, the game would connect to the JP servers?

you don't even have to do that just start a japanese save in game, the game is exactly the same across all regions i've gotten all the japanese wifi events on an american cart on an american system with a japanese save doesn't make a difference at all pokemon is the only 3ds game like that.
EDIT: i have been corrected listen to SciresM he knows what he's talking about i probably cheated and forgot about it.

"Player's region" is a value stored in the save that's set when the save is created. You can edit it in PKHeX.

ah someone told me if you change the '3ds region' value in the save that that is not enough to get the country locked events. but it is...? if so, good :)

Depends on when you set it...the game resets the value to your current region when you go online or try to redeem a mystery gift, but some ram2sav dumb stuff works for redeeming foreign codes if done at the right time. Tournaments/online are a no-go though.

It sounds like changing the region of the game is not needed, but I just wanted to mention transferring the save between different regions of many games (including Pokemon) is possible with SaveDataFiler :)

You can, completely legitimately, transfer regions once per save file, by using the Game Card to SD save converter.
The PGL will detect it and unlink your game from your old region's account, forcing you to link it to the new region, if you cross a boundary involving Japan or Korea though.
