Basically looking to find out if I can flash 9.x onto one of my o3DS's, install all the legal CIA's then system transfer my New 3DS to it so the games would be associated with my NNID and then after 7 days transfer everything back to the N3DS so I would have all the games associated with my New 3DS? Doing this more for convenience than anything. I own the physical carts for all the games and I can install them on my Sky3DS but this is just much more convenient for me :D

No.

Transferring to a new3DS is a one way trip. You can't perform a system transfer from a new3DS to an old3DS.

Well, at least not with the tools we currently have available to us.

My other n3ds then. Same question
The problem is that both devices have to be on the latest software revision to be able to perform a system transfer.

If you don't have a Gateway, then that won't matter.

The second issue that you need you're going to need a way to install your .cia files to your new3DS.

On a new3DS there's only two options available; the first is installing them to emuNAND in Gateway Mode, the second is to launch FBI via Ninjhax and use that to install your .cia files.

Then just perform the system transfer between both new3DSes as per usual.

Maybe I need to rephrase the question.

I want to be able to associate all the "legit" CIA's with my NNID account. I have access to every mod available so that's no issue. Can I:

1) Install all CIA's onto a 9.2 New 3DS XL
2) Upgrade that New 3DS XL to the latest firmware
3) System transfer from MY New 3DS XL that has my info to the New 3DS with the CIA's associated
4) Transfer everything back to MY New 3DS XL and MY New 3DS XL will have all those games tagged as having been purchased via eShop?

I would figure Nintendo put in a method so if you System transfer from a 3DS to one that had the game come preinstalled it kept the preinstalled game and then when a new revision came out you could transfer to that and keep the preinstalled game you technically paid for already.

No it's not possible!

I hardmodded a 3DS XL made backups of my NAND, installed all legit/clean cia's to sysnand, upgraded sysnand to 9.6, checked if i could redownload them, so i wiped half of the pre-installed games, i could redownload them all.
Then i did system transffer from a 9.6 sysnand to 9.6 sysnand on another 3DS XL, NNID is transffered fine, all free downloaded games showed up fine on the target 3DS XL, but NO legit/clean games
- Doesn't matter if you link NNID or do it without a NNID, it will not work

(Before you say more: Yes i tried different options
- Emunand to Sysnand with NNID
- Emunand to Sysnand without NNID
- Sysnand to Sysnand with NNID
- Sysnand to Sysnand without NNID
- Sysnand 9.2 with all pre-installed games, upgraded to 9.6, system transffered to Emunand with NNID
- Sysnand 9.2 with all pre-installed games, upgraded to 9.6, system transffered to Emunand without NNID

The legit/clean cia's from the pre-installed games never came over to the target system.
You could however redownload all pre-installed games on the source again, even with a different NNID
(System transffer wipes all your NNID information from the source as it now belongs to the target, so you need to setup a new nnid on the source)

The hardest part of this all? the 7 day wait before you can do a new system transffer
I did have more consoles at my hands to test out, but most are back to there owners now.

You are posting the exact opposite from what I've seen in the past. I was told you can System Transfer your sysnand to a different unit and keep the games. Now I'm really confused =/

You were told wrong. You can't keep games you haven't bought.

so even with a system that came preloaded with a game it will not system transfer to a different console?

Yes you can keep the games you legally bought and obtained from the eshop.
It seems the legit/clean cia's are not as clean as it should be or devmenu/bbb menu /FBI don't install them as the should be (installing them as normal cia files)
or something is wrong with the conversion to CIA or the ticked.db info isn't complete

Yes, that pre-installed game will system transffer, cause you legally bought it with the console. it's just that those so called legit cia's made from pre-installed games don't transffer.

Can we confirm that the inverse would work? Install CIA's onto a 9.2 system, upgrade to 9.6, transfer from your existing system to it? Would the games stay on the system that had the "legit" CIA's?
