im on 64 bit win 7 and debian style packages wut?

Building generally requires a lot of groundwork for not a lot of payoff (a slightly more up to date build that may have a load more bugs). Unless you know what you're doing you're gonna have a bad time. It's slightly easier to set up on Linux (Debian is a version of Linux) because there are packaging systems on Linux that automatically grab the dependencies (programs that the program you're downloading rely on) which Windows just doesn't have.

Then again building for Android is generally pretty easy but I can't really say much for the Dolphin code. You'd need to download and install the Android SDK (easy to find via Google and they even have a pre-made IDE for you) then pull the Source code from Dolphin's Git repository. From then on I really have no idea though. You'd need to find the Android source code from the Git repository and import it into the IDE where you can then build it into an APK to be copied to your phone or transfer it directly via ADB.

At the risk of sounding like a total noob ...

Wait, how do you go about run a x86/x64 Linux precompiled binary on an ARM Android machine? Where would I get info on how to do this? (or am I completely missing what you're saying here?)

A quick Google revealed that they are actually porting Dolphin to Android. They have a current build on the Play Store

i want to play it on my phone. i like messing with betas so i want to be able to compile and test things out instead of waiting light years between releases in the play store.

i know its not worth much to do this, but i still like it.
