There is a talk page with an ongoing discussion where that user explained why he requested deletion here: http://www.3dbrew.org/wiki/Talk:CiTRUS
This application and the linked .CXI are complete crap. The .bcwav file in the application is a mutilated .WAV file, the .ctpk files are just a series of random 0x00 and 0xFF, the .cbmd is another mutilated file (I believe some image file), and the .cxi is complete crap (just look at the file in a hex editor and tell me that's not immediately ridiculous). Calling for deletion of this ridiculous page. --trap15
But 3dsExplorer opens the files fine; it seems to me that you should be able to create working banners and icons at least, and maybe some working "hello world" with the next version of his application? Am I wrong?
3DSExplorer doesn't check for validity because it doesn't have any keys. so any file with the right structure will pass the "3dsexplorer test"...
On another note, this would be great, again, only for understanding how the system works and not a hack whatsoever.

does anyone even have an official flashcart? i ahve seen dev 3ds systems but never seen a flashcart for sale, and i assume the dev cart only works with a dev 3ds

I imagine Nintendo seriously pulled all stops in security. That is, each flashcart is digitally signed to a single dev to only work on their 3DS. or else, designed so that if it's sold and another person uses it, Nintendo gets alerted via 3DS wi-fi and the dev who sold it gets in trouble. This is all just a guess, though.

Exactly. Nintendo has the right to push updates without our consent (apparently), so re-enabling wifi without the user's permission wouldn't be an issue.
Re-enabling wifi without the user's permission is an issue because the console needs to know when it's in the wrong hands, and that kind of information is recieved via means of Wi-Fi. You're asking a faucet to know exactly when you need to have your hands washed when there is no water in the pipes.

Moreover, even enabling wi-fi doesn't mean that it will be possible beause, suprise, you need keys to connect with access points, and you're not always close to access points you have a password for.

Keeping the kit offline effectively means that it "disappears" from radar.

And enabling WiFi would do no good anyway, I'd say 90+% of WiFi access points in use today have some form of protection, even if it's just WEP, which would prevent any connection without user interaction. But regardless, that wouldn't happen.

It is far more likely that each dev gets a unique key for signing code for their dev unit, and if that leaks Nintendo could trace it back to them, but that is purely hypothetical and I have no idea if that is how it works or not.

EDIT: Oh, Foxi4 already made my first point. Guess I need to read more thoroughly.

seriously you could just go to a place with no wifi or wrap the thing in foild creating a faraday cage ,not a very fool proof securtiy measure, you still have to set up the wifi on the system anyway
not hard to deny ninty wifi access to your dev console

I imagined you sitting in a treehouse with your friends saying this like it was a scary story. It's that ridiculous.

So you don't know the specs of either system yet you come to the conclusion that the 3DS isn't as powerful as the N64?

You're also incapable of typing '3DS specs' or 'N64 specs' in Google?

N64:

Processor: 64-bit R4300i "Reality Engine" (93.75 MHz)
Graphics: "Reality Immersion Processor" (62.5 MHz, 21-bit colour) - 150,000 polygons per second
Memory: 4 MB D-RAM

3DS:

Processor: Dual core 800MHz Nintendo ARM
Graphics: PICA200 (at 200MHz1, 32-bit colour) - 15.3M polygons per second
Memory: 128 MB FCRAM

1. real clockspeed unknown so it may be even more powerful.

The 3DS dwarfs the N64 in every aspect. And that shouldn't be surprising at all considering the PSP and even the DS were more powerful than the N64. So uh yeah, you're really wrong.

I knew 256mhz seemed a bit far off for the processor.

Soulx, I did do all that, and flat out just didn't see anything for 3ds that was official, thank you very much. No need to be needlessly insulting.

Kthxshwn, I SAID it was a guess, sheesh.

At any rate, since posting that, I heard that we don't actually KNOW most of the specs of the 3ds... so both the 800mhz and 256mhz claims are unverified. Does anyone know about this?

@soulx - Where did you get 800Mhz clockrate, or is it just speculation? I don't think I've ever head of this.
I think it's a speculation. Later on in his same post, he says the exact clock speed of the processors are unknown (which is exactly what the 256mhz/800mhz claims would refer to). That's why I had trouble finding anything on google, cuz I saw a crap ton of old speculated stuff, and nothing that "seemed" official.

The german wikipedia says 266Mhz, though that isn' really sourced. So take with a bottle of Salt.

On the other hand clock speed is meaningless anyway with this many processor generations between them. An Arm 11 with 50Mhz would be faster than the N64.

Edit:
D'oh should have checked 3Dbrew first. 2 x 268Mhz
