Opposite - new 3DS only.

This is people misunderstanding. The O3DS will have downgrading. Everyone will have ARM11 kernel and ARM9 kernel on 10.3 and less, so, you can have downgrade too if you have ARM11 kernel. The N3DS only exploit that was patched in 10.2 could only allow downgrading, that's why.

This kernel11 applies to all 3ds, thanks again @Mrrraou
