Hacking wii u region locked the whole system..

so whilst on my journey on region unlocking my uk wii u, i inserted 219 on winSCP which happened to lock my entire system after restarting..
is there a way to unlock it via using a sd card or something? cause im unable to open any applications at all... im quite worried since most of my earnings went down the drain for this..
