Use this to download all MLC titles for the target region (I assume EU):

create an folder colled
install in the root of the SD and copy all downloaded titles directly into that folder. So inside the install folder, you will have 52 subfolders, each containing the files of the title.
Get the recovery menau from here and put it on the SD:

Then load the recovery menu and start the wup server.

But don't set the game region to 119, but only the value of the target region (probably 4 for EU)
Edit the
/vol/system/config/sys_prod.xml/proc/prefs/cafe.xml by the same method to change the initial_launch value from 2 to 0.
then type
exit() to leave the wupclient and stop the wupserver on the wii u.
Now go to install wup, it should now install all 52 titles.
After that is done do the shutdown in the menu and boot again normally. The initial launch should now run and you can finish it.
After the inital setup is done, it wants to update the gamepad, which would fail, because it is the wrong region. If it asks you to update the gamepad, power of the console and follow the "Removing the Gamepad Update Nag" from here:

Then you can also follow the steps 21-25 from the "Region Changing" section to remove the japanese titles.
After that you should have a EU region console with a paired gamed.
