Gaming Wii not booting System Menu or Homebrew Channel, just bootmii

I'm having a problem with my Wii. Right now, it can only run Bootmii. If I tell it to load to load the Wii Menu, I get a black screen. If I tell it to load the Homebrew Channel, I get a Blue Screen on the TV like there's no video input.

I have already tried restoring to an old NAND backup. While restoring the backup was successful, it still isn't booting the Wii Menu or Homebrew Channel. Is it bricked, or some other hardware failure?

Edit: Suddenly it randomly started working again. What the hell.

I think you either had a bad Bluetooth module that's unstable or something that I don't know. What I think happened to the HBC is that you updated to 4.2 or something and the Wii blocked your current HBC version tag (like JODI, HAXX, DISC, etc.) or BootMii wasn't updated and then, because BootMii can't access the HBC's tag, it just assumed it doesn't exist.
