Hardware Wii menu green flickering bar?

Today, after playing it earlier, I turned on my Wii only to find that the menu is glitching or something. I tried searching on google, but found nothing. I tried reinserting the video cables, but as shown in the video, it only happens on the main menu screen.

EDIT: Somehow it didn't do it again when I turned my Wii on again, although I did try resetting before.
