I'm pretty sure there isn't any commercial Wi-Fi Voice Chat Applications but hopefully, you can find a homebrew one. There are games that support voice chat, but no application made specifically to chat online.

the best two i've tried so far r pokemon diamond & pearl version and diary girl... u'll need to buy any microphone add-on as the sound quality on the ds isn't clear so communication may seem blick unless u're nearby.

There are different applications/games for online chatting over Wi-Fi:

    GAMES:

    Diary Girl
    Pokemon Diamond/Pearl
    Metroid Prime Hunters
    Advance Wars: Dual Strike

    APPLICATIONS:

    Wi-Fi Chat (by Infantile Paralyzer)
    (Don't know others?...)

I recommend downloading the Wi-Fi chat, because it is better in my opinion.
You can draw pictures, or whatever, and talk privately in up to 1000 different chat rooms.

The games are an added bonus, I guess.
