I tried to downgrade from 10.3 to 9.2 and my 3DS got bricked because an error interrupted the process. According to another GBATemp user, the firmware files have been deleted and I can't do anything with it now (this includes safe mode), so what should I do with the broken device? Anywhere that I can sell it, or just get rid of it?

Sell it on eBay. I don't know about anyone else, but I sometimes knowingly buy systems with bad motherboards just for the convenience of getting some housing and LCDs already fully assembled and ready for a replacement motherboard.

Sell it for spares and repairs. Personally i'd buy a faulty O3DS from fleabay that I know the motherboard is likely OK. And swap it over.
