Find a web host or create your own
Visit a website hosting it, like http://dlae.life/, http://wiiu.insanenutter.com, http://www.wiiubru.com/x or http://u.drg.li/
or host the sources on your computer.
If it's on your computer, you need python installed, and launch "startServer.bat" on windows, or use any other webserver you want.

Run the browser hack on WiiU
Clear your browser's data, launch the browser again.
Open the server's URL in your browser, or your computer's IP if you are hosting it yourself.
select Exploit
If it freezes, shutdown and try this step again. It can be quick if you are lucky, or taking hours of retries...

If it works, use that opportunity to install haxchi, it will be more stable.

Just to be sure, when you launch "startServer.bat" it's not supposed to terminate the system window right away ?

download python 27 and install it on c:\python27\ .

Make sure it's installed to the correct directory (and that it's the correct version, Python 2.7) and that skype really really really isn't running. Run the script as root too.

I've now installed Python 2.7.13 in the right place and Skype really isn't running, I checked via the task manager.

I tried running it on c:\ and in administrator mode too. The window still closes right after it appears...

Never tested it, but just look up how to enable ssi with Apache httpd. Let me know where you host it (if it's public) so I can tell you if it works

Worked better though I got a socket error (error n°10013) even with my firewall off

Create an american (canadian works for me) account. To do so:
Set your console's country of residence to USA or Canada
Create an account with a new nnid
use it to purchase games
change back your country
log in in your regular account.

Works for me (I'm Argentine) since 2015
