I think UK customs now realise that if someone from china is sending an sd adapter to the UK as a gift then it's probably someone trying to avoid import duty, and so you are already in their bad books & they will investigate fully. If it is declared more honestly then it's less likely they will bother to open it as they can just collect the import duty and vat.
If you asked the guy to commit import duty fraud then you're lucky if they just destroy it. If you didn't ask him to do it and you can prove he did, then you could do a charge back on paypal and explain that it was seized because of this. Of course as long as you didn't send the money as a gift, to avoid paying the handling fee.
Using a credit card is much safer.
