Hacking Waninkoko Custom IOS36 rev 06

I saw a post on another site that has Waninkok Custom IOS36 rev 06 posted as a new item from the 26th of October. Does it do anything that the backup loader v.3 from WiiGator doesn't or is the included cIOS included in v.3 of the backup launcher from WiiGator use the same one? The info says:

The Custom IOS installs as IOS249 and it does not modify any other.
- Custom DIP module removed.
- DIP module patched (DIP plugin) to support backups.


Sorry if this should be obvious, I'm just trying to get a better understanding of everything.
