ROM Hack USUM IPS Patches

Just wondering if the AlwaysShiny patch worked for anyone?
I put it under luma/title/00040000001B5100 with game patching enabled in luma setting but all the pokemons I've encountered seem to be normal. Not sure if I did something wrong.
Any help would be very much appreciated. Thanks.

Do you have it named as code.ips and also have the patching option enable in Luma3DS?
