Homebrew Unbanned 3DS

So I had my 3DS banned since that ban wave that happened awhile back, and I was a bit cool with it, but soon got really tired of not playing online with my friends. I looked for a fresh localfriendcodeseed_b for many hours, but I gave up hope and dealt with it. BUT...today, out of the blue, my 3DS was unbanned, and I have no clue how that happened. Does this happened often to other banned 3DS's?

Yes, it depends on the type of ban and the reason you were banned. Temp bans are a thing.

I never knew tbh, I though all bans were permanent unless you hack yourself out of it. This time i'm going to be smart and turn off my spotpass/online status

That's not what gets people banned. Cheating and playing leaked/out of region titles online is what gets people banned.
