Unable to export Mii as QR code in Tomodachi Life USA

For some reason. even on a brand new save. I'm unable to export any Mii's I've made or imported from Mii Maker to a QR Code. I've tried a brand new save, as well as my old save.
Any help? I've tried copying the Mii/Island/Console IDs from a new save and overwriting them in my old save to no avail.
Luma3DS latest, USA region/11.17

Any logs or crashes that may occur. Luma3DS will show an error exception message if the game happens to crash.

There is no crash. only an ingame message that I'm unable to create a QR code

Have you tried entering the Nintendo 3DS Camera? Does it show a picture at all?

btw, i've created a new save file. brand new. quickly made some miis and enabled sharing and copying. i went to the town hall ingame to create a qr code and it says "Unable to create QR Code"
