What 3DS model should I get?

the most powerful model of them all.
...It's exactly as powerful as the non-XL New 3DS and the New 2DS XL.

If you don't like 3D and the New 3DS XL is too expensive, you don't have much to lose by getting the New 2DS XL, though some people find the build quality is somewhat diminished. No easily-removable battery, for instance – though the SD card is easily removable. On the other hand, you probably should not be handling the SD card if you can avoid it.

And of course if you get a Japanese unit, you can easily install CFW to remove the region lock. (You can even do a full region change, but that comes with some risks that might not be worth it just to have English menus you're probably not going to look at very much anyway.)

This is all well-documented all over the Internet at this point.

What do you want it for if you just want games 2DS and if you want 3d games get 3DS if you want it big 3DS XL if you want emulation new 3DS new 3DS XL or new 2DS if you want the best deal I’d say 2ds

Also. avoid ones marketed as modded, there's an OLD 3DS XL in my area being sold for $250 just because it is modded

Now that I have everything I need to know, I'll get the 2DS XL since I don't plan on using 3D. Now, about eBay. does Top Rated Plus mean a good seller? And if you don't mind could you provide links to good or trustful listings?

Check for decent amount of reviews and seller rating, and stick to the listings that offer returns eBay buyer protection. Particularly commercial sellers are usually pretty easy to work with if whatever you got is broken.
If anyone claims a device is untested assume they're lying and are selling a broken one.

If you have enough in the budget you could also always check all the limited editions and see if any of those catch your fancy. Pretty much all 3DS and 2DS XL models have some really cool variants and I'd honestly almost suggest going with whatever you think looks the best and is affordable. They're all good consoles and you can't really go wrong with any of the new series. Though personally I prefer the N3DS for the higher pixel density and portability and the New 3DS / 2DS XL for text heavy games at home.

The new 3ds xl has the most premium feel. The normal new 3ds is also very nice. But if you can get it cheap: new 2ds xl. Don't get one of the others...
