There isn't a 30 FPS cap. You just need to apply OC to go above 30 FPS.

However if you plan to get around 50-60 you need a high OC.

I haven't tried the other versions. Just the Spanish one, and I haven't noticed any crackling.

I've only noticed that sometimes the engine sound fades out as you accelerate, brake and accelerate again.

To answer my own question: yes you can by editing the nfsmw.toml or via the debug menu.

It is also possible to change the resolution for more performance there.
