Virgin Media (in your home country) was one of the first to implement DPI. In the coming years it's going to become more and more prevalent as piracy becomes more and more mainstream.
In addition, a VPN-based solution only works if you both A) have access to a VPN B) (usually) want to kill your down speeds.
