Topic Still Stickied?

I noticed that in the contests and polls section there is a topic called:

"Sticky: Custom Sprite Contest. "

Xeago is the topic creator, but he is not relevant to the point.

It has been inactive since July and I'm just wondering why it is still a sticky.
