Tears of the kingdom help finding robbie hateno lookout

I did the mystery in the depths quest, and after this robbie dissappeared from lookout landing. And he is not in hateno lookout.. still says he is away.
What do I need to solve for hateno lookout to open up?

You have to get AutoBuild from the depths and build his balloon in the lookout.
