Homebrew System transfer from emunand for 11.0 DSiWare downgrade?

I'm going to be installing A9LH on a 3DS and was wondering if it would be possible to set up an emunand on the source console, buy the required game on that emunand and then do a system transfer from that emunand to the target console? I just don't want to have to call Nintendo or wait a week to system transfer back to the source 3DS.
