Hacking Supercard NDSGBA/TEMPGBA Clarification

Hi, I was reading the setup guide for the supercard and I was hoping to get some clarification on this aspect of the GBA emulators:

Q: How do I improve NDSGBA's compatibility?
A: First, you need to download TempGBA and extract the files to the root of your microsd card. Then, download game_config.txt (make sure to rename it to "game_config.txt") and put that txt file in your microsd's NDSGBA folder (overwrite the game_config.txt already there). This will drastically improve many games' performance.

Does this mean that I should put the files for both the NDSGBA and the TEMPGBA onto my micro SD card (so that I have both the folders in the root of the SD and both sets of files in the _dstwoplug folder) and then the game_config.txt file only in the NDSGBA folder? Also, when I put the game_config.txt file in the NDSGBA folder, there wasn't a game_config.txt file there to overwrite - does this mean anything? Lastly, where do I put my games? In the NDSGBA or the TEMPGBA folder?

TempGBA has everything you need, including the game_config.txt.
No need for anything else.
For all you know NDSGBA is legacy software.
