Just go somewhere that you will find tons of nerdy people, like an anime or comic convention.
I just got like 100 street passes from 3 days at an anime con.

Since I've moved to Brabant, and started on my studies about GameDev, I basically StreetPass quite a few people every day.
With my 3DS's, having all non-Japanese Puzzles already fully solved, I'm a great help for the rest.

I streetpassed 7-10 people at my school, in morning, then all of them again in after morning. leaves me at least 14 Streetpasses a day *5= 30 streetpasses when none is sick and on a regular school week. It's not useless, unless you want to count MK7 streetpass. 40 more 'till hundred! 2 per day!

I've had one random pass, and that was when I went to pay bills downtown.I just happened to stick my 3DS in my pocket. that was over 7 months ago. not a single one since then.
