Somethig to try: why don't 2 different ppl download same vc game an then compare if there are any differences? if there are, just work on it...
if not, may be a "key file" inside wii's memory is downloaded and kept to control downloaded vc gmes. in this case, the main problem is... hot to access this memory?

Oops... sorry... I didn't read that post... Now, there must be a way to decrypt data and crypt it to another Wii serial..
