You can't burn fuses when downgrading (unless you burn them yourself).
But you can update without burning them (up to 4.1.0 I think)

You only update if you don't mind having to use a jig and a USB cable for possibly the rest of the Switch's life. Some people mind and others don't. Its down to personal preference.

You can update to 5.1.0 without burning fuses but its a little tricky.
There is a lower risk but long way to update to 5.1.0 and then a shorter way that has a higher risk of burning the fuses if you mess up.
There is a tutorial on here on how to do it the longer recommended way.
I did it the shorter way but it's super risky.
Also, you can in fact downgrade but only back down to versions which fuses you didn't burn via this method, but the catch is that if you downgrade back down to lower firmware your cart reader wont work anymore. The cart reader keeps it's newer firmware.
