Hardware sleep mode 3DS spot pass etc.

I have heard time and time again that when in sleep mode the 3DS can connect to other 3DS... and when in sleep mode it will update games and menu... and when in sleep mode games will swap data...

my point being,

Can the 3DS do all this cool stuff when you are using it? Like when it is turned ON? or will I miss all that if I am playing?
I know I will be able to go online etc but will street pass and spot pass work?
