You don't need to upgrade. Many people downgraded from 9.9 to 9.2 and it worked

i haven't seen anyone downgrading with new 3ds with fw 9.9

So, I just downgrade my 9.4 o3ds to 9.2...and at the last steps, i have to remove my SD Card...
But now every time I turn my o3ds on, the screen just blank *like before after restarting*...it will turn on perfectly if I remove the SD card...

What should I do now? Please help...

If it works perfectly without the sd card it's menuhax doing it, change the theme once it's booted up to clear it and your set.

Yes, but you have to boot without the SD card inserted after the downgrade otherwise the 10.1 menuhax will kick in and cause a black screen. Then you can change the theme to remove menuhax and proceed with reinstalling menuhax, CFW installation etc.
