I tried what I can with this but the quality of that source file you provided is just horrible unfortunately. Also I wasn't able to find it in higher resolution and without those ugly JPG artifacts. There's only wide screen but cropped versions of it. So I guess this is the best you can get out of it.

Here are a few I quickly made. None of them are by me in the first place, I just adjusted a few things (aspect ratio, colors, added ReiNX/avatar) so all credits to their respective owners.

I'm too lazy to convert them. Use the ReiNX Toolkit for that.

Here's a pack with all my splash screens as converted to splash.bin files.

Just look at the images in the archive to determine the one you want.
Look for the splash.bin that has the image's name and rename that.
For example: rename splash.bin_NesCartridge to splash.bin and place it on your mSD card.

Again: None of them are by me in the first place, I just adjusted a few things (aspect ratio, colors, added ReiNX/avatar) so all credits to their respective owners.
