Hacking Setting up Emunand on an O3DS with 6.2.0-0U?

Is there a way to do this without browser? The guides I see have a browser exploit involved... I have already installed Cakes CFW and RxTools with the MSET exploit and have installed FBI to my Health and Safety app using Decrypt9.
