Gaming Scrolling screen distortion whenever my USB enclosure is plugged into

I admit, I went the cheap route and got a 15$ usb hdd enclosure to run with my 300gig wd sata drive.

It works fine, except i get 2 scrolling bands of fuzz that really bum me out. Harder to see on light colors, and easy to see on darks, it only appears when the HDD is plugged into the usb port and powered on. So I assume its some kind of feedback.

Can anyone suggest some possible fixes? So far ive tried a different usb cable with better shielding with no luck, and other things work fin when plugged in to the usb port.

I am hooked up via cheap component cables if that matters, maybe they arent well shielded, dunno.

Would it be possible for you to show us a picture of the issue? It will just make it easier to diagnose.

I guess I should have thought of that.

I was secretly hoping it was a common enough occurrence that someone would whip out a quick solution.
