Hacking Scrambled or Unscrambled?

Hello, pretty new to the wii hacking scene.
When a Wii game is released, is it normally already unscrambled or is it scrambled?

Pretty much all releases are unscrambled. You can check this by looking at the size.
An unscrambled iso is 4.699.979.776 bytes or sometimes 4.700.012.544
