it doesn't work. it is not about installing the out of region cia, it is simply that it will not be recognized by your home menu.
so you would have to decrypt the theme, get the contents, and either rebuild a cia (which i think gw has problems with since there are not enough checks patched?) -- but what most people do is use a custom theme hack thing, to load the decrypted contents.
