Libretro has a bit more polish, accuracy and compatibility (slightly), but Bubble's is more optimized and has a (currently) nicer looking GUI. Performance is the same between both on N3DS, but Picodrive tends to drop frames in many games on O3DS and many graphically intensive games suffer slowdown on O3DS. 32x games are also smoother on N3DS in Bubble's emulator.In regards to Retroarchs Libretro PicoDrive (and bubble2k’s Picodrive);
For anyone who has tried (both) versions, what are your experiences (with each)?
Does anyone prefer libretro? Any performance differences worth mentioning?
If you are going to emulate Genesis on the N3DS I wouldn't recommend Picodrive. I'd recommend Genesis Plus GX unleass the game lags. As for O3DS, go for Bubble's emulator.
