No it doesn't.The GameCube has the *Sonic* collections—I'm not sure if it uses Gens, but it does have a Sega Saturn emulator
That's not open source code. Not free to use, and not even in source code state.wouldn't it be possible to use part of that code? Since it's built for the GameCube itself, you'd just need to make improvements.

I added the missing components to the emulator so it would load the backgrounds that previously appeared black, but that puts a heavy load on the CPU and drastically reduces performance. I'm trying to optimize everything to lower the resource usage and see if I can get it to a playable speed; there's still plenty of room for improvement.

very playable, some missing floor graphics in the 3D fight cut-scenes, 2D looks perfect, saving and loading the game did work, but after restarting the Wii, the first information from Valhollian was: "you will not be able to save your progress..." and no option to load the saved game was available.

I know already, I own the original games. Just saying there's any kind of Saturn emulator there just because Sonic R is there, has no meaning. The port was brought from the technically superior/not limited PC version, which was already a thing almost 3 decades ago. So, if it existed, what would you do with an extracted copyrighted binary? That's like saying the Zelda emulators inside the Collector's disc could be key to create better N64 emulation.
