Hacking Replacement Top LCD Films

So my replacement case came with one (which is great since the original is scratched up).

I take both layers of plastic off (thinking that had the sratches on) only to find that the film is COVERED in really bad scuffs and scratches!

Is therea 3rd layer I can't seem to get to peel off, or is this really the best china can do?

There is a 3rd layer, but there are still marks under that!
