I suppose that's somewhat of a valid point, although you still need a 3DS to get the proper certs much like you need one to decrypt. I'm not saying the thread should be shut down or anything but it seems odd to just throw seeds around I guess.
Turns out you can get the seeds even without ClCertA. Infinicore just added this info to 3dbrew:

Note: The contents of the country parameter don't seem to matter(unlike ninja, which won't return the seed if you enter the wrong country code), any two letters/numbers will work.
Not really useful for the people making this seeddb, because they scan the eshop for titles and that gives them contentids. So, they might as well continue to use ninja's ec_info. But it does show that these seeds are publicly accessible without needing any certs or anything.
