CIAngel most definitely has the ability to create CIAs, that was the first method it implemented... It doesn't allow you to both install and save at the same time though, you have to use FBI to install the created CIA.No it does not
No, the system keeps track of them locally. eShop sees them as legitimate only because it doesn't verify game server-side.Does this tie the games you get to your NNID? Or how are they kept track of?

I'm getting the wrong title key error when my downloads finish - however I'm definitely using enctitlekeys.bin. Are there any other causes for my downloads to fail? CIAngel is also failing to install so this may be related.
