you need the fat16 xorpad (you can generate that with Decrypt9) and then you can use 3DSFAT16Tool to decrypt and then inject the fat16 partition
I have the options for SD PADGEN (SDinfo.bin, SysNAND.bin, and EmuNAND.bin), CTRNAND PADGEN, TWLNAND PADGEN, and FIRM0FIRM1 PADGEN.

Which do I choose?

I downloaded the lastest release of EmuNand9.
Transfered over the Emunand 9 folder in the 3ds folder to my 3ds folder.
Also transfered the root Emunand 9 folder to my sd card root (with the starter.bin)

For some reason when I try to boot Emunand9 from HBL it kicks me back to my CtrBootManager and doesn't run the .3dsx

sounds like you haven't downgraded to 9.2 or got an incomplete downgrade

Yes, I have. Check out my sig. Everything else is working just fine.
How would I even know if my downgrade is incomplete, everything is working as it should.
Brahma payloads not booting would be one indication (which emuNAND9 is) however Brahma2 payloads (which, this is) are somewhat unreliable, so keep trying and see if it boots

I have a backed up emunand bin file on my pc. How can I overwrite the current emunand on my 3ds with the back up?

put the emuNAND backup on your SD card and boot EmuNAND9, then go down to EmuNAND manager options, and press A, then go down to Clone file to emuNAND and press A, follow the instructions from there

What Aspect Ratio Index is everyone using here for their Emulators?
I like to use Core Provided it's not too stretch and makes all the sprites look proportionate to it's original look.

so after I do this. Can I copy the sysnand folder and emunand folder over to the Nintendo 3DS Folder?

When I move the sysnand and emunand folders over to the folder. The 3ds ignores the two folders and recreates a new folder with random numbers and letters. Anyway to force the 3ds to read the sysnand and emunand folders instead of creating a new one?

Also, please, please, please, don't ask for a CIA. Because this relies on ARM9, a CIA is only possible with several limitations (that you wouldn't be willing to accept). This already has been asked in the other thread (multiple times) and has been discussed at length.
This wouldn't work as a CIA, due to it being an app for emuNAND creation.
