I have n3ds and hard mod. Can I backup my 9.8fw current nand and restore 9.2 gateway nand backup. Then use 9.8fw nand as emunand? (Once 9.8 supported)? Will this also keep my nnid linked

Short answer - Yes.

Long answer - You will have to set up emuNAND on the SD after downgrading, then you can inject 9.8 sysNAND into emuNAND with emuNAND tool.

That would require an exploit to be found basically from the time you power on the console, to the time the home menu boots without pressing buttons. At this point, it seems unlikely.

No, none of the cfw stuff will work. NH 2 doesn't have arm9 kernel access.
