So I have been curious as to why random Apps keep getting Installed on my Android Devices. Turns out, it is a System App designated "Mobile Services Manager"
Solution -
Go to your Settings
Go to Apps
Depending on your Device and OS Version, there should be either 3 Dots, or a Sorting Listing. Press this Item, and Enable Show System Apps
Scroll down to the M Listings to find Mobile Services Manager and select it
Go down to Force Stop, confirm you want to Force Stop it.
Now hit Disable, and Confirm you want it Disabled
DOWNSIDE - If your Device is still getting System Updates, it will get Re-Enabled. So have to make sure from time to time that it is still Disabled
