Gaming Questions about a DSi I may buy

Hello.

A guy near me is selling a DSI cheap. It's a Japanese DSi, do you guys know if the language can be changed to English?

Either way, can I still get Flipnote Studio on it of it hasn't so I can install HiyaCFW on it?

Going to also ask if it's possible an unused/new DSi (XL) to come pre-installed with 1.4.5, or if they all ship with lower firmware.
