Hardware Question about using a european 3DS XL in the UK

Naturally the UK and the USA have different voltages, so you need converters, but am I right in assuming the UK spec and European Spec 3DS XL's use the same voltage, IE... I'd be able to us a UK charger with one bought from Germany?

Also do models in Europe have english options for the console? Obviously the box and instructions will be in the language of the country, but I just wanted to check.
