A Pspking user by the name of The Z has spotted that Japanese game “Senjou no Valkyria 3? ships with OFW 6.39. He reports that this firmware doesn’t block signed homebrew or HBL Rev 113. No HEN exploits are working on this OFW. It is also not available for download.

Here's a pic showing the firmware and the source.

Actually these DO fix things. If you read the "patch notes" for each firmware update, some of them do fix specific bugs that games brought about. If there's a bug in the current firmware that would only affect the one game you're about to release, then release it with a minor firmware update since it's a bug fix. No need to push stuff out on wifi and use up resources pushing it everywhere when the next big firmware update will come along later and already have this fix within it, 'ya know?

only about 10% (just my speculation) of psp users actually use these updates

all others use cfw or hb loaders

Damn edit.

Edit to your second edit: Most users implies above 50%, I want citation for that as well as that's also a bullshit stat. Piracy is not as rampant as people make it out to be.
my speculation is that most people use it
it doesn't have to be an actual number from a source because i made it up

wow talk about talking about piracy rayder lol
i think sony is mainly working on the new handheld and ps3 probs so AP in their newer firmwares (official full release) is gonna take some time and consideration. but will hackers really concentrate on hacking this one or wait for a global update cuz i believe psp hacking is quite annoying and frustrating these days unless the method of hacking for 6.3X is known

I sense they are releasing their master-plan FW by FW....and when they hit 6.50, boom piracy gets difficult. Though impossible, if it were to happen it'd be fun to watch
