My mates got a jap ps3 and he lives in uk and when he tries to update the firmware it gives an error. he tried online update and disc update but no luck. what could be the problem?

Without owning one, there isn't much I can suggest.

well apparently it progresses abit then it gives error 80028F08 i was told

80028F08 means your system is indicating to you that there is an issue with the internal I/O hardware of the system. Borked, in other words.
