Hi..
All brand new PS Vita should come with firmware 3.60 or below..
Except the Red and Silver japanese models which comes with 3.61 firmware or higher.

All brand new, unopened Vita's should be 3.60 or lower, except for the Two JP slim colors mentioned above.

However, at this point, it doesn't matter whatsoever. TheFlow has a new exploit coming out next week that works on 3.65 up to the latest firmware, and there are 0 brand new, unopened Vita's that come with 3.65+ as stock firmware, they'll all be at least 3.63 or lower.

Your best bet is to find one that's on 3.65 at the very least, since this is the last firmware that will support Henkaku Enso (which is a coldboot exploit, meaning you don't have to reinstall the exploit after every reboot). However, having one on 3.67+ is still fine because Henkaku will still be available.

All new Vita 1000/1100s the world over are 3.60 or less
All new PSTVs the world over are 3.60 or less

All new consoles for the American or European markets are 3.60 or less

New Japanese consoles are mostly a gamble

So it sounds like I should be ok with a brand new slim blue model from Japan. ( But there is a slim chance of getting 3.65+ fw?)

I'm buying new because I bought a used Vita it was nice but charger port was poop, so I'm going for a new one so no problems.

So I want the blue slim Vita Japan import but was just making sure it was 3.65 or lower fw for stock.

So I'm good to buy the import version?

Also do I need a memory card or is the 1gb built in memory ok to hack? (Then do sd2vita?)

I think was mentioned that needed a memory card even with slim models

Anything that says "Version 3" and up is fine. There's no actual difference between Version 3/version 4/version 5 that'll you see everywhere, it's just Chinese marketing bs after they finally caught out and mass produced them.

I bought this one myself: https://www.amazon.com/gp/product/B07566P3TQ/ and I have no complaints, but if you want it quickly you might want to find a shop that ships from the US and not China.

Thanks @Tom Bombadildo. Also curious(kinda getting ahead of myself lol) as far as hack and sd card go if I start with a 32gb micro SD card and find out I need more space is it easy(no run around) to swap the 32gb for higher if I need more space? Also vice versa if I have a game on say the 32 gb can I just swap it back in and everything work? Thanks in advance just trying to put together an order for myself. Appreciate all the help!!!

Set up a new microSD (the same way as your first one: remove the partition table/flash zzblank.img and eject, then format the whole unpartitioned device as exfat), then copy everything (including hidden and system files) if you want to copy your software/media/saves/etc to the new card

if I have a game on say the 32 gb can I just swap it back in and everything work?
Yes, it's not ideal (exactly as if they were original Vita cards) but it's possible to alternate between cards

Actually there’s is a difference between v3 and v5. The v3 fits the Oled Vita perfect but it doesn’t on the Slim model. Some people have to scrape the edges off so it can fit exactly and close the lid. That’s why they did the V5 for slim models.

Wait are you serious, so if I buy a New black color slim vita off Amazon Japan, I could have 3.60. I’m hesitant because I just don’t want 3.67 or 3.68. I’m would prefer 3.65 at least. I want to install it Enso. And do you think it’s safe to buy from seller amazon.co.jp?

Sounds like I'd need v5 for a slim if what u say is true. Also from sounds of it if I buy new as long as it's not the metallic vitas then I should get 3.65> for fw?
